If I fail an inspection and receive RentJiffy's notes in advance of DC's official report, should I start repairs now or wait for the official report?

That's your choice. Some owners get moving right away using our notes. Others prefer to wait until DC issues the official report. Keep in mind the report is finalized after the inspection and reviewed by a DOB supervisor before it's issued, so it's possible for items to differ from what we recorded that day. The official report is what determines which items have to be corrected. If you start now, you're working from our notes rather than DOB's official findings, so any decisions you make on that basis are your own.
