The short answer is no. In our experience with inspections, the DC Government does not accept pictures or videos of items that require repair. You will have to go through a reinspection.
Here’s why. Once an inspection has been marked as “closed,” there is no way for that inspector to reopen the inspection and change their findings. Additionally, an inspector cannot add an inspection to their calendar. Instead, the Department og Building’s scheduling unit must open an inspection, and then an inspector must certify that the item(s) has been fixed. (Note: You are not guaranteed to have the same inspector). The act of certifying means that an inspector has viewed the repaired item and can attest to its functionality per building codes.
