Does Rent Control apply to everyone?

No, it does not. 

The Rental Housing Act of 1985 (D.C. Law 6-10) as amended extends its jurisdiction to all housing accommodations and rental units within the District of Columbia. However, the rent adjustment section of the Act excludes rental units specifically exempted by its provisions. Common exemptions include rental units falling into these categories:

  • Rental units owned or subsidized by the Federal or District governments.
  • Rental units constructed after 1975.
  • Rental units (including condominium or cooperative units) owned by an individual who possesses no more than four rental units within the District of Columbia.
